HTAG Road Reps Minutes March 2005

HTAG Road Reps Meeting Tuesday 8 March, 2005.
Present: Stephen Wright, Janet Muggeridge, David Bennett, Rosemarie Cornelius, James Webb, Pearl Gautrey, Mary Bowers, Ian Dale, Ruth Richardson, Jennie Kyte, Chris de Chazal, Jean Bridger, Gordon Bridger, Anne Wright(taking notes for Dottie). James Webb was welcomed as the new road rep for Warwicks Bench (odds), Janet Muggeridge was welcomed as the new road rep for Hillside Court. Apologies: Bob, Dottie, Susan Mather, Sarah Creedy, Tamsy, Teileke Williams. Minutes of the Meeting on 7 December were taken as read.

Reports:
Bob Bromham's Planning Report.
Pewley Down Reservoir Development. The Public Enquiry will be held on 22 and 23 March. It will be helpful if people can attend. Hotel at 24 Epsom Road. The lights in the forecourt are too obstrusive and a breach of taste. Objections have been raised by residents and the issue is being taken up by planners. Expansion of Guildford. Many plans see Guildford as the capital of the South East. Bob Bromham comments that this is not the wish of the majority of residents, who only want Guildford to expand to meet the needs of residents. They would like to improve the town centre shopping and have more basic shops in the Westfield development. They would like more open spaces in the town centre.

Social Report
Plans for the Art Show in the Guildford Institute are progressing well. It will be self financing. Wendy Callegari has done posters. It was agreed to buy a cartridge for her computer. Private view will be Saturday 2nd April, open to the public from 4 April. Coffee Mornings continue every last Thursday in the month. Rogues Wine Bar are very welcoming. No gardens offered yet for opening this summer. May Day Ramble on 2nd May. Chris de Chazal and Ruth are organising this. Omitted in error from newsletter. Skittles evening planned later this year.

Report on EGRA
Jennie reports that the SPG is now being referred to in planning applications. EGRA has asked for figures to show whether we are reaching or exceeding house building targets. List of top issues is to go on the web site. These include: Infrastructure before development, Protection of green belt, Good design of future developments, Protection of open spaces, Protection of distinctive characters area, Integrated transport policy. Gordon commented that the SPG on scale and design is very useful and has helped win appeals in Maori Rd and Echo Pit Road. The discordance between government housing targets and the number of planning applications agreed is illogical and needs to be highlighted. Gordon stated that the Bright Hill development will not occur till after the development of the Civic Hall so as to keep essential car parking open.

Website
Isabelle reported that she has had a request to put an appeal for a Tsunami charity on the website. The general view was that there are so many scams that it is better not to put any appeals on.

Mt Alvernia
Mt Alvernia has been sold to an American company as reported in the Advertiser. Janet reported concern by Hillside Court residents as to whether they will retain the parking, agreed in writing with previous owner. Agreement does not transfer with changes in title deed. Agreed to register with new owners as soon as possible that this is a local authority approved scheme and any changes could be extremely unpopular with local residents. Gordon stated that GBC would oppose loss of the car park. HTAG will seek a meeting with the Administrator as soon as more details are available.

Listing High St. Setts.
Ongoing.

Newsletter.
Minor errors only. Copy to Isabelle for next newsletter by 20 May.

Membership lists.
The chairman thanked road reps for providing lists of members. All except 7 have provided lists for their roads.

Change in Constitution.
It is proposed to introduce a new clause into Item 4: 'Officers will change after 5 years'. This is to encourage more people to join the committee.

Oral History Project.
Those interested should approach Geoff Snelling.

Cycle Path along top of Pewley Down.
All road reps present unanimously opposed this. If a hard surface is provided later on it will change the rural character of the place and become more like a park. HTAG will ask to be consulted before the cycle path is taken forward.

Charlotteville Bench.
Charlotteville Trust wish to place this in front of the former funeral parlour, in memory of the Tester family. They have already raised 300 towards the cost. Road reps voted to donate 50.

Next Road Reps Meeting: Wed. 1st June.

AOB
New list of road reps to be printed. Gordon thanked those who have donated spectacles to be used in developing countries. Tree Preservation Orders. A list of trees important for public amenity is being put together by any road reps outside the conservation area who wish to be involved in this. This is a follow up to HTAG's applications of 30 years ago. Where trees are on privately owned land they will not be suggested for TPOs against owners wishes .
