HTAG Road Representatives' Meeting, 6 September 2004

Minutes of Last Meeting : agreed and taken as read.
Matters Arising: List of Roads in HTAG should have included High Pewley. Futures Workshops had included studies re,
for instance, Employment, Nos. travelling by Car, etc, and anyone interested may borrow from Stephen. Stephen will put
details of Barbara Edwards' "Time Banks" on the HTAG Website.
Reports:
Planning: Bob expanded on his summary of the last 3 months' planning as recorded in the September Newsletter. Town
Centre Action Plan mentioned in this week's Surrey Advertiser, Public encouraged to make comments - HTAG certainly will
encourage the preservation of the town centre's character bearing in mind all the proposals re the Westfield Development,
the Railway Site, etc. Bright Hill proposals delayed; HTAG will continue to work for a quality development and, hopefully,
keep the panoramic view and restrict number of dwellings to retain some open space - an opportunity for this development to
enhance the town. Gordon said Councillors in Planning relied on HTAG's input on High Street matters and Jean emphasised that
when HTAG was founded, one of its specific tasks was to take a special interest in the preservation of the High Street's
character. Street Cleansing - litter control on the whole good but problem of urine in car parks, station area
unsatisfactory. Difficult to control. Take-away outlets taking more responsibility and chewing-bum clearance and
litter bin emptying on the whole good. (Report to Community Action Line 445061 any problems). Harpers Leisure
Complex - already too many drinking places making walkways overcrowded. Written submissions to Appeal by 1/10. 2 Warren
Road development approved - HTAG had objected. Guildford Local Committee meeting Thursday, 2.00 pm - Guildford Library on
Agenda - attend if possible.
Social: Jean reported on the visit to Loseley Gardens and the Cream Tea - not a great success as they ran out of scones
and were rather unhelpful. Jean to write as it was unsatisfactory and will not help Loseley's reputation. Carol Singing,
starting on Pewley Downs, 17/12 - further details in next Newsletter.
Pewley Down Volunteers - Anne reported work going well. Council insurance in place - brush cutters covering more ground.
Tree Survey - tree preservation orders do not apply in the Town Centre and Charlotteville Conservation area - details later.
Outside the conservation area Adam Owen, new Countryside Manager, is not keen to receive too many TPOs unless the tree is under
threat! Gordon to follow up.
EGRA: the views submitted by EGRA and other groups and individuals have mostly been included in the SPG on Residential
Design, which has now been adopted. Jenny said the SPG would be available soon. Gordon commented that in his experience,
over the last fifteen years, this is the first time that such a wide survey of the public's views had been included in an SPG.
Website - Isabelle continues to update the Web and is very happy to receive all copy, photos, etc. She has a new camera
and is happy to loan out the old one - some Road Reps. Photos still no on the Web.

Oral History: Geoff Snelling would be glad to hear of anybody with valuable memories re the area to record.
Perhaps schoolchildren could be involved.
Petanque: Great success with all age ranges - perhaps the rules should be defined in advance next time.
AGM Nominations and Agenda: 8.00 pm, 17 September, at the Guildford Institute. If anyone would like to stand,
please let Stephen know, also items for the Agenda. Bob suggested a job-sharing scheme re Planning. Gina invited
to come to the Planning Meetings with a view to helping.
Newsletter, Content and Distribution: Mike Hassel now responsible le for distribution, which has gone smoothly.
Thanks to Isabelle for her excellent work in producing the Newsletter to such a high quality. She would be grateful for
"lighter" items - it was suggested perhaps jokes from children be included.
Membership Lists: All Road Reps to send updated lists to Stephen asap.
High Street Setts: Although Stephen will continue to pursue the matter of the listing of the Setts and will submit
colour photos, etc, as requested, he is not too hopeful of the outcome as Setts do not appear to fit the listing criteria.
Dottie to check on the position re the Rye Setts. New disabled crossing undertaken by GBC but SCC not happy to undertake specialised care of Setts due to cost. Despite all Jean's efforts, Adult Ed Centre listing not accepted because of modern alterations. Gina wondered if the last remaining original wall in Addison should be listed - it is in the Charlotteville conservation Area.

A.O.B.: Ruth Tuke had reported to Stephen a problem regarding the path in Racks Close - to be investigated. The path
had crumbled in places but could still be used. Nora commented on the rubbish at the Warwicks Bench end of Racks Close
which she had asked the Council to deal with.
Slyfield Tip closed until November. A temporary one is available in Westfield Road. Front of Harper residence in Epsom
Road had been altered - possibly to keep within the 5-year period to implement plans.
Gordon reported on a meeting he had with Tamsy, Sarah Creedy and Orange concerning the possible erection of five telephone
masts in the Holy Trinity area (and many others locally) taking the form of street lamps, 8 metres high with boxes at the bottom.
Photo passed to the group. Discussion followed - Gordon wanted reaction of the group to Orange's proposal to avoid the huge
masts originally proposed. Many commented companies should be encouraged to share the masts. Tieleka mentioned the
Charlotteville Jubilee Trust Barn Dance at Holy Trinity School on 16 October.
Meeting closed with a vote of thanks to Jean and Gordon for their hospitality.
